📣 Mongolia’s National Digital Development Index to Be Determined 

The National Digital Development Index study has begun to comprehensively assess the current state of digital transformation in Mongolia’s public services and the digital readiness of government institutions and stakeholders. 

The study is being conducted by the IRIM Research Institute under the Ministry of Digital Development, Innovation and Communications and the World Bank’s Smart Government II Project. 

Drawing on the best international practices, including the World Bank’s Digital Government Readiness Assessment (DGRA), UNDP’s Digital Readiness Assessment (DRA), and the OECD’s Digital Government Policy Framework (DGPF), the study will assess three dimensions: 

• National policy and regulatory environment 

• Institutional readiness 

• Stakeholder readiness 

📊 Combining quantitative and qualitative methods, the study will involve representatives from government institutions, the private sector, universities, research institutions, civil society, and international organizations. It will also collect data from 3,000 adults aged 18 and above in selected households across Ulaanbaatar’s nine districts and eight provinces to determine Mongolia’s National Digital Development Index. 

The study will provide evidence on Mongolia’s digital transformation achievements, challenges, and disparities in access. Its findings will also inform policies and investment priorities to improve the quality and accessibility of digital public services.
